And the answer is 21 ft-lbs oil pan drain plug torque , 4.2 quarts of 5-20 above 29 degrees ambient temp . From the Amsoil website .

My oil filter is facing down and I’m not able to remove it what else can I do to remove it

There's a tool you can buy named "oil filter claw". Should cost you about $8-$15 and goes attached to your 3/8ths ratchet. There are also oil filter wrenches like the one I used in this video
