Been having the same problem. If you want to have it play on a specific screen the work around I found is to use the big picture mode to open the game. Not the best way cause big picture mode is clunky and chunky. So select monitor for big picture > open steam in big picture > select game.

@@Abundanc3beats yeah I’ve tried a bunch of different ways but the only solution so far is just making the monitor you want the game/app to open on your primary. Unless you’re able to go window mode to drag and it to the other screen. That or the big picture method

There are some (typically older) games that doesn't have a in-game settings that allow you to choose which monitor to display as and will only choose your default/primary monitor display. In that case, you'll need to change you *PC Display Settings* and there should be a checkbox to make whichever one of the monitor you select as primary. What will happen is everything (shortcuts and etc) will have it's position swapped with your other monitor after and from then on your steam games will open on that monitor. Be sure to change it in the in-game settings for other (newer) games that do let you designate which monitors you want the game to open up as that may have been swapped too
