I have noticed my shaft to the pulley was not flush. Would that cause a chirp in the belt as in it’s not correctly aligned?

Is the new power steering pulley supposed to spin freely, or have a lot of resistance?

+Zak Miller There should be some resistance, but it should still turn freely when being turned.
