For those interested in doing this the right way. Here are the correct steps and torque values: 1) The day BEFORE you attempt this get some Liquid Wrench/penetrant and soak the inside of the frame. Nuts hold these bolts inside the frame and they can break. Also, soak the outside. Let them sit overnight and hit them again one hour before you start the next day. 2) Don't use a breaker bar unless you are dealing with a rust free southwest car. It makes it easier to break the nut from its weld in the frame. Use an impact. Think of pulling a table cloth out from a table full of glasses and dishes. You want a fast clean sudden movement to loosen the bolt from the nut. 3) Lubricating the sway bar bushings is only necessary with aftermarket or poly bushings. If you use the correct Toyota rubber bushings it's not necessary. They're not expensive and I recommend them. 4) Install the sway bar bushing bolts to 30 ft lbs of torque (Toyota spec). However, before doing so clean the threads on the bolts well and make sure they hand thread in smoothly. If you feel you may do the job again in the future and plan to keep the car a while use a touch of anti seize or a low strength thread locker to prevent rust. You'll still be ok at 30 ft lbs.

YES! First bolt I went to take out, the nut that is tack welded inside the frame broke loose

You know that you shouldn't be using the impact to put ANY of those bolts back in?? Those should be torqued to spec or at least not drove in with an impact. Thats how you break bolts/threads.
