The 2020 US election could decide the fate of a 40-year-old ban on abortion funding.
Watch more 2020 election explainers at vox.com/ElectionVideos
For the past 44 years, every US Congress and president have approved a federal budget that includes a ban on federal funding for abortion services, except in extreme cases. It's known as the Hyde Amendment, and even politicians who support abortion access have voted in favor of it. But the landscape of abortion access has evolved so much that Joe Biden might become the first president to lift the Hyde Amendment from the federal budget.
Banning federal funding for abortion services primarily affects people who rely on Medicaid for their health care: people who are living close to the poverty line in the US or are disabled. This has the effect of preventing some of the country’s most vulnerable people from accessing abortion services, since they are the least likely to be able to afford an out-of-pocket expense.
This was the third in our series of 2020 election explainers, all based on viewer suggestions. Watch the others, which cover the stakes of the election on:

If you believe that a child with a beating heart inside of a woman's stomach, as conscious as a 1-4 y/o child outside of the stomach, is a "clump of cells", you should be prevented from having children because I doubt you'll care for them. That's a great question. You're right that both branches play a role in passing a federal budget that includes the Hyde Amendment. It is one small amendment that gets voted on as part of a massive spending bill worth trillions of dollars. One reason it gets approved is that some more moderate Democrats, even those who support abortion access generally, make the political decision to vote for it in order to get spending bills passed. So, with those votes, it gets approved. The politics of abortion have transformed a lot in the past few decades, as exemplified by Joe Biden, who has historically supported Hyde, reversing his stance on it in 2019. The Atlantic article we linked to in the video description gives a good overview of the history of the politics of Hyde within the Democratic party if you want to read more about it. We pay taxes to contribute to a failing society. More money is placed in the military budget than the welfare of our citizens - and in this case, the welfare of many families. It's been almost a century long debate and we've yet to put a dent on the issue of abortion in this country. Education is getting more expensive, foster care is being filled to the brim, and universal healthcare is still not accepted on the table. And yet, you think the taxes we pay to the government for sub-par basic services is enough to support those in need.

Ireland had one of the strictest abortion laws in the country, so strict in fact that pro-life groups managed to get them added as part of the Irish constitution in the 1980's as an amendment. Fast forward to 2018 and in order to change the Irish constitution, the Irish people had to vote in a referendum to repeal the previous amendment added in the 1980's. Ireland voted in a landslide majority to repeal the previous amendment known as the 8th amendment. (More people voted to remove the 8th then voted to add it in the 1980's) Why did Ireland do this? Because we realize as a country that overly restrictive anti-abortion laws punish women and couples, they make them suffer. Should Trump and pro-life groups get their way then America will be going down a very dark road that will do lots of harm to women.

One thing that people forget that are younger... this was not just about babies. It was about the countless deaths of young women, often married, that died at the hands of the abortionist. There were articles about dead young women and missing young women. Also a botched abortion, often the woman was dropped at the nearest hospital bleeding out. Everyone knew where to get one. Not everyone that did them was a villain, because access to birth control was difficult (even today), and even today also, often the majority of those getting an abortion are married, with children already. They can't afford another child. People can be kicked out of rental housing, for having too many children. As if they were pets. So, will there be an end to abortion, with more inexpensive birth control and access to that birth control YES.

I wonder how long the line is of those who oppose abortion in this country to adopt those babies that would otherwise have been aborted? It's always nice to force your beliefs on everyone, when not knowing the circumstances. I live less than 2 miles from a Family Planning Center where a few years ago 4 people were shot to death by a Pro-Lifer, who states he was there "To save the Babies". None of those 4 were there for abortions, but for other reasons to include a police officer who responded to shots fired at that location and his family was left without a husband and more importantly a father. It's not our decision to tell a woman that she must have a baby just because you think its the right thing to do. Last I checked it's not too advisable to play God. It's a woman's personal decision that they must live with and not ours. If it is the cost or that it is the use of tax dollars to help the less fortunate, then it's a good idea to keep the Affordable Health Care Act allowing the less fortunate access to health care which can provide birth control to those who want it. It boils down to the Haves and screws the Have-Nots.

Abortion shouldn't be so expensive. The reason why it's so costly is due to the immense amount of regulations surrounding abortion clinics, funding, abortion doctors, etc. Those regulations have been overwhelmingly passed by Republican politicians. I don't want federal dollars funding abortion, but if states are doing everything in their power to take away abortion rights, what else can feds do? Ideally, charities and lower costs (due to competition and less regulations) would make abortion cheaper and more widely available, and I would actually support the Hyde Amendment if such was the case, but unfortunately, states are trying to take away the right to abortion!

As a Conservative. I say Pro choice. Woman have the right to say no on a baby but my idea is a man has to have a say too. I know they don’t carry the baby but I would say both would have to sign off because what if he wanted a baby but the mother doesn’t. I would like that system better if both had a say but at the end of the day the woman has to carry the baby. It’s her choice. What if she’s not ready for a baby, doesn’t have the living capabilities to raise a child. That baby will grow up terrible and have many problems later in it’s life. Pro choice but I would like there to be a way a man has a say but not full say. I see both arguments but I just see pro choice as a better option. maybe...just maybe, the Hyde Amendment can be seen as a compromise on one of, if not THE, most controversial issues ever in American politics: abortion. Abortion so controversial and polarizing and what the Hyde Amendment does is basically say ok, Roe v. Wade is upheld but bc we know how controversial abortion is, we just won’t fund it with federal taxpayer dollars. Is that not a middle ground?
