What I like the most about this is that the Cardassian does not at any point show hostility, or scorn, or impatience. Setlik III is clearly something he disagrees with, and he keeps looking at O'Brien with sadness and compassion. This is probably a soldier that would have his own stories to tell, and might have even rebuffed O'Brien with a few anecdotes of his own. Instead, he lets O'Brien say his piece in silence, takes it on the chin like a boss. Odd that one of my favorite Cardassians was only there for one episode. He kinda showed that some of them at least were genuinely nice people.

It's a seed that grows into signs of disagreement with the Union's aggressive military policies. Things like the Cardassian Dissident movement, and characters like Aamin Maritza and Natima Lang, in DS9 - and, eventually, the whole liberation-of-Cardassia plot in season 7, where the Cardies become the oppressed disenfranchised victims fighting for their freedom. This guy seems like someone like that, someone who's seen too much and had to follow orders he felt were wrong and can't stop thinking about them.

You must remember that in societies that are run by fascist authoritarian regimes like Cardassia, most of the common people ARE genuinely nice people. It's the regime that are bad people and even then, many of the lower ranking people who don't have much say in policy are likely still good people. At the end of WW2, there was a battle at a castle named Itter. It involved a small group of 14 Americans led by a Lieutenant Lee and a small group of 10 former German artillerymen led by a Wehrmacht officer named Gangel and a SS officer named Schrader defending the castle, which contained several French VIPs that had been held captive by the Nazi, from a couple hundred SS men. The only casualty on the Allied side was Major Gangel, who was killed by a sniper while moving former French Prime Minister Paul Reynard out of harm's way. He had seen the entirety of the war. From the weak French offensive into the Saar at the beginning of the war to the invasion of France to the invasion of Russia to the Normandy landings to the Ardennes offensive. All he needed to do to survive the war, which would end in two more days, was keep his head down. He did not. There was another occasion where some German veterinarians requested help from the Americans in evacuating some very important horses from the line of the Soviet advance since the Soviets had already killed the whole Royal Hungarian Lipizzaner collection during their "liberation" of Hungry. George Patton himself approved the mission but available troops were scarce. As the rescue would need to go through territory still held by Germans not party to the rescue and the fact that the number of horses needing saving outnumbered the number of men available for the rescue, numerous former Allied POWs were enlisted to help. Brits, French, Poles, Serbs, and New Zealanders. The Americans even gave arms to their Heer and Luftwaffe POWs. The operation was a success despite resistance from the SS and the task force got away with all horses just as the first T-34s rolled into sight. I hope my point has been made. Just because the regime is bad, does not by itself mean all, or even most, of those under the regime are bad as well.

I would assume that the universal translator, which allows them to speak to one another in first place, would choose the closest equivalent so things like this don't often need to be explained.

@@szr8 Yes, but there is a possibility that cardassians wouldn't reflect much over killing a bug. Their society is pretty militaristic if I recall correctly.

The script is so tight in this episode. It's like the writers knew that they were setting up a crucial new storyline, and needed to get it right. This has to be one of the greatest examples of a Remember the New Guys plots in the franchise, if not the genre.

The Cardassians were what the writers tried to make the Ferengi. I'm glad they were able to make it work so well, and DS9 gave the Ferengi a second chance.

They changed the Cardassians' look over TNG and as DS9 opened ..... but their appearances in TNG really tell the story as to why what happened in DS9 happened.

@@rdkap42 In the episode "Rules of Engagement", it is revealed that during O'Brien's 22 years in Starfleet, he had fought in 235 separate battles and had been decorated by Starfleet on 15 occasions, and was considered to be an expert in starship combat. And then he went to the Enterprise D to operate a transporter. I would say pretty messed up.

It tells you a lot about Starfleet pre-Wolf 359. Cardassians came in, massacring the civilians, and it's still standard to have the weapons set to stun. O'Brien is still horrified at the fact that he accidentally vaporized someone trying to kill him in a combat setting.

Even after, the majority of Starfleet and Federation didn't have a grittier approach until Dominion War. Q was right, they were too lax. Romulans were the biggest threat but were too cautious to engage in all out war unless they knew they'd win at the start. Klingons had a big fleet but were allies. Cardassian ships toe-to-toe were no match for Galaxy or Nebula and even older New Orleans or Ambassador could go head-to-head. It seemed only much older like Excelsior and Constellation would have trouble. Yet instead of knocking the Cardassians in their place it was deemed better to let them have some planets.

If we trace back canon history, there seems to have been a huge stagnation period after the post-Kirk retirement era of the Klingon easing of relations. It also seems aligned to the period where the Romulans had entered into some kind of peaceful status with the Federation, then went into decades of seclusion. Space pirates such as the Orions were contained, and other once-fearful adversaries such as the Gorn were now drinking buddies at the bar. New membership growth likely included vast swaths of pacifist members who would advocate against Starfleet military-like postures. This meant huge slashes in weapon and defense spending, but more funds in pure exploration ships. The occasional uprisings would be dealt with through negotiation rather than violence. All the while this was going on, the Cardassians, well known to the Federation by then, but only had small territorial areas, grew steadily acquiring more planetary systems one by one and started to test the waters with the mighty Federation. The Federation used its tactics of negotiation to appease them. Pacifists on the Federation advocated for non-violence and Starfleet followed through, only using pure defensive means where necessary. Civilians arming themselves to fight the Cardies in the territorial disputes were quickly rounded up by Starfleet, arrested, and placed into prison camps to ensure they would not paint a picture of aggression by the Federation. Slowly but surely, the Cardies became a superpower due to Federation policy.

@@oldtwinsna8347Except no, the Federation neutralized the Cardassians where they popped up and by the time of DS9, Cardassian military power was at an all time low. Forced to evacuate from Bajor and before the Battle of the Omarion Nebula even the Maquis had basically kicked them out of the Demilitarized Zone even without Starfleet's help. The Cardassians never had a hope of being a superpower.

@@oldtwinsna8347 This reads like a conservative critique of the federation as an institution. I actually agree with you. The federation did in fact create this problem through a failure to project hard power when required. It is too idealistic an institution and that makes it weaker, because it's something the federations real adversaries are willing to exploit. They don't need to go war-mode all the time - but being able to do violence is important for a state, any state, no matter how humane, righteous and advanced.

The sad part is... I'm sure there were a lot of Cardassians that felt the same. "I don't hate humans, not really, i hate what i had to do to protect Cardassia." I kinda wish these two had developed more of a raport, or even if this officer and O'Brien had met again in DS9

@@TheKyrix82 granted, I do wish there was a recurring character who was genuinely regretful of the occupation. There are several one-offs and Garak is allied with the federation but up until the end there really isn't a returning character in DS9 akin to S7 Damar that could have been very interesting to see. But no series is perfect and can satisfy all wishes.

@@TheKyrix82 There were a lot of Cardassians that were against the occupation too. You just didn't see much of them because they were arrested for speaking out against the government. Later in DS9 you get to see a lot of these underground resistance groups.

I believe there's stuff in the Expanded Universe that deals with Gul Macet. He's actually Dukat's cousin, and they did *not* like each other. In fact, the Expanded Universe works state that Macet was part of Damar's rebellion and commanded the attack on the Voorta cloning facility mentioned during "The Changing Face of Evil".

I think when you deal with war stories in the mature way they try to in the Cardassia arc, it's good to meet characters that you just never see again. If everybody the main characters ever run into end up surviving or having some great dramatic death then it undermines the fact that in war people often just die. You may meet somebody one day and the next you find that they were hit by a bomb or were standing in the wrong place at the wrong time and now they're just gone.

That look Miles gives when the Cardassian says they were told the outpost was a military target. He's a chief, he's seen the failure of military intelligence before. It's something he can relate to. It's something he can understand and hate at the same time. To say it's frustrating to no end would be an understatement.

The decision to attack an outpost on bad intel is one thing, going through with an assault aimed towards erradicating everything and everyone in sight despite the outpost clearly not being a launchpoint for an invasion (as was said to justify the attack) is where it becomes terrible. Miles says he was holed up in the outer districts of the colony when the main parts were already destroyed and many killed. The cardassian soldiers still continued to attack civilians, women and children, even though at that point they should know that this is a civilian outpost and they were slaughtering harmless people. If anything, this is a great example of apologetism towards blatant war crimes we see in real life. Someone decides to lay waste to a city, hospital, mall, even though it's of no military value and you either ramp up propaganda to tell your people that it was a necessity or failing that, you tell them it was a mistake. Maybe even both and let people pick their favorite explanation.

@@h.a.9880 Given that this guy lives in a system where you are constantly screened and any seditious word could mean trouble for you, its incredible that he's willing to say it WAS a mistake. His tone and body language also clearly indicates he's ashamed of the incident. And its unlikely that all Cardassian soldiers continued the attack, as in every massacre, you see a portion that just is unwilling to go through with it. And many of those that did go throught with it? Probably thought that if they didn't, it would mean treason, and danger not only to themselves but their own families. It's never black-and-white. Except for the leadership. THEY should have stopped once they realized the intel was faulty.

@@Ares99999Cardassians in general are not portrayed in a very flattering light. Picard is tortured by some dude right in front of said dude's daughter and neither think anything of it. It's a very militaristic society as well. So I have my doubts regarding soldiers holding back and the "I was only following orders"-routine isn't particularly impressive when it comes to war crimes (fictional or otherwise). And finally: It's kind of fascinating to assume that the leaders weren't aware of the intel being bad. With the Cardassians, you migth as well assume that they are the ones that came up with the lie.

This is such an underrated gem of a dialogue. I don't think this clip exists anywhere else on KZfaq, not to my knowledge at least, and yet it should be up there. I mean, among other things it reminds the audience that this is such an idealistic future where the good guys have the technology to go to war with stun settings, so it minimizes the chances of killing, and then it shows what happens when someone like O'Brien ends up killing someone anyway, because it is war, and now he just has to deal with it moving forward.

Yes. Most people don’t get this. Starfleet does not destroy planets because it is not their way, not for the lack of technology. The more tech you have, more options are open. So to kill someone would hurt even more.

The few times that Colm Meaney had a chance to do some real acting in TNG and not just be the guy át the transporter controls he really shined. This one of those times. This scene and a few others were probably the reason the Producers of DS9 decided to bring him on as a main cast member.

His role was NEVER meant to stick but somehow it did on a recurring basis, until he became a regular for the DS9 launch. hell .... TNG left him with two rank insignia on his uniform, even though he "only" was an enlisted officer. they didn't even bother to fix his uniform until he went to DS9. lol

Meaning he was a subject matter expert on starship combat before he arrived on the Enterprise to supervise the transporter department. Maybe after all that combat on the Rutledge he asked for a less stressful job.

This scene is just fantastic, you can literally feel the pain. I guess it's a good way to show that we don't always hate the things we fight, no we hate what it will do to us and then you wake up at one morning and you cannot see yourself in the mirror anymore.

This episode was fantastic and it basically sets up a huge portion of the DS9 series plot. Very cool to see how this "Alien bad guy of the week" developed into one of Star Trek's core factions.

BTW O'Brien's war story and hating what he had become had me thinking of that DS9 episode where (SPOILER ALERT) his increasingly bad behavior and guilt over what he did while serving a 20-year virtual-prison sentence nearly drove him to suicide. The poor guy simply couldn't catch a break, you know?

The Cardassians are one of the most interesting alien species in Trek. They're obviously analogous to the 3rd Reich, especially later on within the context of DS9 and the Bajorans. Meanwhile, they're not universally written as mustache twirling assholes; they value art and culture, or at least historically they did; they love their children and do not mindlessly crave battle. And having Miles show regret for his actions, showing how much he truly values life and the deep sorrow for what he had to do in wartime, really humanizes their species, as we can see even their former enemy respects their personhood.

This is a grear allegory for all combat veterans of recent wars...especially Vietnam...ive heard so many tales of what affects the war had on vets from both sides....you can see how it changed them...none came back unaffected....

There was a short story submitted for one of the contests years ago that, on the way to Cardassia, Miles talks to the leading Cardassian ship that defected and asks about the guy and is happy that he still lives and was always against the war

Of all the characters on all the shows, Miles had some of the best storylines. The writers really did him well on both of the shows he starred in, once they gave his character a chance and not "just" standing in the transporter room!

On a less serious tangent, I wonder how they made kanar. I remember I had this copy of the Star Trek Encyclopedia - and what an absolute BEAST of a book it was - and it had a description of how hasperat was made. But I don't recall it explaining how they made the different alien drinks, from the blue Romulan ale to kanar.

kanar is a term like whiskey. there are many different kanars made from different things. Bajoran distilled Kanar is a rare commodity. More expensive kanar seems to have a much deeper intoxication effect then cheap kanar.

I still can't believe a Cardassian warship couldn't take out that ship even after given the prefix codes. They should have also told them what to aim for to disable their weapons like Kirk knew when he took Khan's shields down.

I hope so too, the Cardassian here was a good person and felt bad about what his people did in the massacre were Maxwell's family was murdered. The worst part is that the Cardassians didn't set out to massacre a civilian colony, they'd thought it was a staging area for a Federation attack on THEM and sought to stop the attack before it happened.

I can dig where O'Brian is coming from here. I'm not a terrible person at heart. I've never set out to hurt anyone and I've never hurt anyone at least not intentionally. But for the past 18 years I've spent my working life around rapists, murderers, child molesters, drug dealers. People who've hurt others, children and infants included, with little regard for the sanctity of life. I've listened to murderers talk of killing people like I would talk to a friend about baseball. There is no inflection in their voices that would convey pity or remorse. They telling of what they've done is like me talking about taking a piss. Working in a prison for 18 years has given me a unique perspective on mans inhumanity toward man. And I'm sorry to say I have become jaded by it. When you come into contact with someone who killed an infant because it was crying too much, especially from the perspective of a father, it does something to you. The only thing that keeps me from grabbing a rifle and picking off people from the roof of a building is the fact that I am a God fearing man and that I have compassion for my fellow man. But it's a struggle. I use prayer to calm my soul but it's real, real hard. And I can't help but looking at a POS inmate and saying to myself, "I don't hate you. I hate myself for what I've become because of you."

I know this happens in Next Gen, but man just the scene alone makes me want to watch DS9. I preferred that show over all the other Star Trek shows. It was just such a real show for being sci fi. The struggles didn't go away next episode. They built up over the years and while the ending possibly could have been better a little bit. I love it. It was where a human basically evolved and wasn't a bad thing.

Yeah, he's laying out the cost of war on soldiers' minds, especially when Miles says that these guys messed him up in the head in the course of the war- and he doesn't hate them, but their actions in the war, and what he had to do to win, really turned him into a monster. Course his bar buddy from the other side could easily explode on him with the astonished exclamation of "So it was *You* who did those funky things with the transporters! We never could figure out where or what was going on!" and then to his astonishment realize that because Mr. Obrien is an engineer he could, skill-wise, get that to work.

There's a scene in DS9, Kira and the (good) Kai are crashed on a moon and Kira tearfully confesses that she's not the angry, heartless guerilla fighter she was forced to become. But if you listen closely you can hear "but I fear that's what I am".

Hmmm... that statement would suggest that his anger is directed at things being the way they are, but he still showed anger towards cardassians, although there not showing collective judgment. I think he is still strong in telling himself what he would like to believe. A bit confused.

Yeah, the majority of Cardassians are. They just either felt obligated to be hostile to the Federation to protect Cardassia or felt that the Federation was trying to subvert them and destroy their culture. Sure, there were evil Cardassians like Darheel /the Butcher of Galitep/ who deserved to die horribly for their crimes but most Cardassians were just misled or unable to express their displeasure towards what was going on out of fear of the Obsidian Order. When the Order was destroyed in late 2371 by the Dominion, the Cardassians switched over to a democratic civilian government a few months later and killed off Central Command. Had it not been for the Klingon invasion of Cardassia, this new government would likely have smoothed things over with the Federation and eventually have Cardassia ally with it. It was proof to me at least that many Cardassians were unhappy with the Order and Central Command's actions.

Yes, it was seen and told that the problem with Cardassia was the military that was used as a platform for personal glory of its members. And it wasn't just a platform to destroy non-Cardassians, but also that of other Cardassians deemed to be a threat to their power. Granted, it wouldn't be fair to say all military members were power hungry monsters, but many were. And sad to say, but I think the Obsiddian Order probably was a benefit to the Federation as it kept some kind of leash on some of them from going too far.

He never touched the fresh ale. I imagine there was a subtle message in that, but considering he'd previously agreed to one and the camera didn't pan to acknowledge the fact, it's more likely the character or the writer just forgot about it to move the scene along.

The cardassian speaking about the faulty intellegence report, almost makes me think he was there, or was involved in the conflict. A cardassian Aid de camp might have access to some files, and if he's the Gul's aid he might have read some reports on the gul's behalf, but such a minor thing, a minor outpost that was mistaken for a military base, that's something that would be quietly swept under the rug or disregarded by cardassian command. You don't advertise to your troops that you slaughtered a settlement of civilians, that damages morale in the state. He was there, either in logistics, or on the ground.

This Cardassian was probably too low on the totem pole to know the truth but given the Obsidian Order ability for intelligence I doubt those in command believed it was a launching platform for an assault and just wanted to send the Federation a message, to let them know they'll do anything to win.

Then it was a bad move as it only made the Federation even MORE determined to defeat the Cardassians and proved to everyone else that the Federation was right about the Cardassians being scaly bastards. It was about as effective as discouraging resistance to them as the Empire from Star Wars blowing up Alderaan was in dissuading people from rebelling against them.
