Ronaldo himself said that talent is more important than hard work. Which is true, as he himself is super talented, but he rose to become that much better than everyone else (besides Messi ofc) with additional hard work and dedication. You don't get into that group of world class players with average talent. Then it comes down how much you work for it or whether you're just blessed like Neymar or Messi.

Yeah, you need both talent and hard work/winning mentality to be considered one of the greats. The phrase ‘Hard work beats talent if talent doesn’t work hard’ isn’t accurate to be honest, sometimes talent alone can straight carry an athlete as unfair as it may seem at least for some time- take Hazard for example, insane talent in the Prem and his teammates admitted he slacked in training but on the pitch he was a beast as he could win a game on his own by creating or scoring. I think it's fair to say that Ronaldo has the better mentality, but that doesn't change the fact that Messi has an elite mentality as well. One of the biggest winners in football. He has to, otherwise he wouldn't be the best or second best in the world for more than a decade.

You can't be the greatest international player when you've done nothing in the World Cup. Even in the Euros 2016 he scored only 3 times, 2 in the group stage and once in the knockout stage. That doesn't look like the greatest to me.
