Thank you for your question. Actually, the system is a little more complicated than you explained. You can apply for work permit while you study at a Japanese language school. However, you need to have a college/university diploma in your country and to secure a job position at a Japanese company before the application. In general, an international student can get a visa for his/her dependant only if he/she is admitted to enter university (not for Japanse language school). As explained, international student needs to secure a job position before he/she applys for a work permit, and Japanese companies usually require a certain level of Japanese so it may take time for international students (It totally depends on the industry or company but many companies require N1).
