Hello! That depends on the guidelines... I'm using the British society of Echocardiography latest guidelines. You can check the guidelines from your country.

What does Dilated inferior vena cava without inspiratory collapse, suggesting elevated right atrial pressure of 15 mmHg mean?

That's suggests that the pressures from the right atrium are higher than normal and need to be investigated why...
