If it lasts that long he didn't even do a full head joint. Water will get in and expand and shrink expand and break loose behind the weight of the wall. 5 years 10 before it needs to be torn out and rebuilt.

Пустоты полностью заполнять надо. Тогда и арматура будет держать. А такой способ, нет и я не вижу смысла в надёжности здания.

Раз поставили, значит будет заливаться. Наше кого учить, как строить. Сами-то нормально начали строить лишь при развале совка, когда появились иностранные технологии, инструменты и материалы.

FYI. Cement Block / CMU’s, just like brick, are not “Installed”, they are “laid”. Second Generation G.C. whose Father was his own Mason, I’ve personally laid at least 15K block myself and hired Subs to lay at least 200K cement blocks on my projects during my career. JS

А тычки сухие без раствора, что уже по новой технологии не надо вертикальные швы склеивать раствором. Это откровенная халтура и себе бы так не делал, а кому-то можно.

El unico error que veo es que el ultimo block quedo desnivelado, y como alguien mas ya comento tocar el mortero con las manos es de principiantes Al parecer los rusos no conocen este sistema de construccion y piensan que el refuerzo quedara suelto

A lot of countries,masons do not butter the blocks. That's how they do it in the Caribbean, they make sure all the head joints are filled though. I've said my piece, God bless.

Using morter does not allow for weeping drainage and can cause the walk to fail. With that said how do you lay "cinder blocks"

Vertical joints on the first row of block are left mortor-less to allow for drainage. Plus this is not retaining soil nor interrupting a drainage path

Definitely butter the previous block laid and the line on front or back is a matter of preference, you still lifting the block over the rebar. Personally I put the line on the side that will be seen the most.

What I was thinking was the guy laying that one block was not the same guy who laid all the others. It looks to me like it was the only block he's ever laid in his life.
