If the filter is 18 years old & let's say it's clogged up, would it make the system moan really bad? Your vid showed me there was a filter there

Yes, that is very well possible. Keep in mind if you change it. It will not hurt.

@@dairleautoclassicrestorati6892 thanks for your reply. We changed it & the noise was still there. But we figured it out, it's the big bearings behind the fan/clutch that have died. Just happy to have found out the culprit

Does this ease up the tension while turning or is it the power steering gear box that’s bad when it’s hard to turn?

It would not hurt to change the Filter. But most likely it's your Power Steering Gearbox.

I don't have the international part number off hand. But you can use any Power Steering Fluid just as long as it's not Transmission Fluid.
