The city of Harrisburg is Ground Zero for America's municipal debt crisis.
Pennsylvania's capital city has liabilities estimated at $610 million, which is nearly ten times its annual budget. The city is so deep in the red that last year it attempted to file for bankruptcy. Reckless spending did more than ruin Harrisburg's balance sheet; it crowded out private industry and distracted from the city's core functions. Today, Harrisburg is a dangerous, poverty-stricken city, with failing schools and a shrinking population.
Harrisburg's fiscal nightmare may be a harbinger of things to come for American cities. In the mid-90s, local governments embarked on a spending binge, bringing total municipal debt in the United States to more than $2.8 trillion. Along with Harrisburg, Jefferson County, Alabama, Vallejo, California, and Central Falls, Rhode Island have filed for bankruptcy in the past few years. Several more cities are on the brink of default, largely thanks to taxpayer-financed stadiums, museums, housing, commercial complexes, other misconceived economic development projects, and runaway public sector salaries, pensions, and benefit packages.

And if they can't get an elected office, one of their cronies appoints him to some non-elected office where they still have some power.

Politicians make promises with your credit cards and people fall for it again and again - the corruption associated with these issues is never addressed and no-one is held accountable in the end.

People loved Reed because he cleaned up the city and got a lot done. He did get in trouble for the scandals at the end of his career. We have since fixed the budget.

Reed was SUCH a crook! I grew up in Harrisburg in the '50's and early '60's at a time when it was a lovely town and safe. Now I wouldn't even drive the streets I once walked. Nothing but dirt, drugs and despair. Very sad.

Nope. Things Reed actually did right were pursue slumlords, demolish condemned buildings, decrease crime, attract investment, turn downtown from boarded up shops into center of culture and nightlife, etc. Incidents of assault, armed robbery, etc. Only saw A MASSIVE spike after his predecessor condemned all these policies as racist, tied police hands, reduced patrols, promoted anti-business policies, etc She literally said that dozing burned out row houses was "gentrification" and "whitewashing" She was so disagreeable that she had 100% staff turnover and went through at least 5 press secretaries in her single term. All resigned over being unable to work with her or defend the outrageous public statements of her and her handpicked staff of unqualified family and friends. When she vacated the Capitol building, a team of exterminators was needed to remove rats, roaches, fleas, and lice that had infested the offices of her staff, offices that had rotting food in desk drawers, refuse piled in corners, etc. This was the condition of public spaces in PA's capitol building through her entire term.

Liz- Nearly every town in America has changed radically since the 50s & 60s...as has the entire world...much of it not for the better. The USA hit a peak of prosperity, growth, and optimism at that time that I doubt will be repeated. It was indeed a special time.

Amazingly they failed to mention that Reed, a Democrat, was charged with almost 500 counts of theft, fraud, and corruption after he left office. He pled guilty to 20 and was sentenced to probation. [Wikipedia.] Astonishing mismanagement. I'd be furious if I was a Pennsylvania resident that had to pay to clean up that mess. Sadly, this isn't the only case of epic and inappropriate spending by local governments in the US. There's a reason limited government is a good thing.

In Texas you get a statement about where your local taxes are going. So if you see that they are spending money on the school, you will see construction on the school. Texas is the best state in the U.S..

Brian R4520 we need that in California I think...I’d be curious to see just how bad our mismanagement is. I’ve lived in California my entire life, born and raised, and I’m sad to see what it’s become...I love this state, but I’m considering moving to another state

The real issue is far less people vote at the state/local levels. So, it's on those who complain, while sitting them out! Lol. Ironically local/state policies hit us hardest. Maybe they should auto-register anyone obtaining official ID (which should be shown when voting)! I mean, we provide them for far less important things. Need an ID to buy a beer but not to vote, go figure? So sad...

Because of secret voting, we don’t punish people for voting the wrong way so voters have no incentive to vote carefully. I can vote for Bart Simpson regardless of consequences and no one can stop me.

I've been wondering why it's so cheap in PA. I'm planning on leaving NYC and I've been checking the rent in different states and cities and PA is cheaper than the south. Crazy, didnt realize it was bad like that.

Why should "State and county taxpayers" have to pick up the bill for Harrisburg? If private lenders make the stupid decision of lending money to a city government and the city goes bankrupt, that is a problem for the private lenders (NOT for "State and country taxpayers"), if bankers and bond holders do not want to take a loss then they should not lend money to city governments in the first place. This idea that bankers and bond holders must never take a personal loss (no matter how stupid their lending decisions are) is wrong - it leads to wild lending (which is just as bad as wild borrowing). There can be no wild borrowing without wild lending.

I think some humanities professors at my old college thought that since the people in the suburbs and the counties should still be taxed because they abandoned the city and exist partly because of the city and should therefore be grateful and contribute their "fair share."

Usually the money owed is not to private investors, but to pension funds, contractors and other governments. The big fish usually got out in time, and it will be the little people who get hurt.

Agreed. You're now wise to the concept of all profits are private, all losses are public . And mayor Reed's unsupervised, uncontrolled and unrealistic spending drove the City down on greased skids . Then, he got " in bed " with unscrupulous developers and further sank the financial ship. Criminal ?!

@Joe Sinkovic my bad. It's a typo. Fixed it. And no, there's a normal way to fix healthcare and coverage. Stop fucking with it. Stop restricting the number of doctors allowed in a year, or restricting the practise of private healthcare providers, or forcing every upcoming hospital to need approval from an existing hospitals board. Government has basically made it a mafia where you need permission from the crime families before you can even open a restaurant. Leave healthcare alone. At best, you can follow Finland's model where government provides public hospitals for low price but also relatively low quality. That way the burden on public healthcare will be reduced because anyone who can afford private will do so, and private businesses will have to compete with each other.

There is never anyone that is part of the establishment ever held accountable, but if you're a poor person you will be put away for the slightest infraction. ALL THE OLD "RUST BELT" CITIES ARE FADING, thanks to the decline / move of industry to foreign nations. Museums and other tourist attractions will NOT replace actual PRODUCTION of tangible goods. If people want tourist attractions, they go to Orlando or Las Vegas, not some declining has-been city in PA !

Mary A You are correct! I live in Saltillo, Mexico, the socalled Detroit of Mexico about 250 mies SSW of Laredo, Texas. Late at night miles long trains pull into the city loaded with parts for US brand cars and pickups. Once assembled, they are shipped back to the USA: Production ine workers down here make ab0ut $15 to $17 dollar equivalent PER DAY! They earn more by working long hours. Mexicans work the greatest number of hours of any nation including Korea and Japan. Google the topic! Its the Republican oligarcs and corporate Democrats who decided that US jobs would be outsourced to Mexico. And, when was the last time you saw car and pickup prices go down? IF you voted for either the Clintons OR D. Trump, you voted against your own interests. LOL!

@@sittinonthegodamcornerdoindope If he wants to build something properly, he needs to swallow his principles like any business owner, and pay for the best combination of cheap and strong prefabricated units from the most competitive company, whether that company be based in the U.S. or (more likely) China. Making sure everything is competitively priced in every aspect is something that politicians willfully misunderstand.

OK the Post Office (ran great till the Republicans made them and only them pay forward the pensions for any possible employees hired over the next 75 years.), Amtrac ( this is a "common good" it isn't supposed to absolutely make money it is to help), NASA still applies to see my Honeywell analogy below... How about Welfare. They are able to accurately send out millions and millions of checks each month to Americans in need. VA, IRS If given the opportunity to function properly and not be gutted or have Republican Congressmen and Senators make it impossible to do their jobs and then those same Republicans point their fingers touching things and say "see they are failing" Should I keep going? The Military you want to tell them they are failures and can't do the job right? The government hired private industry to do the work so if Honeywell hires outside consultants to do some work for them and Honeywell brings the product online are they not the creators of the product. Is not the government's use of private industry to do the actual activity the same thing. So I reiterate you are simple. You are trying to start an argument that has been disproved and only stupid people continue to bring it up. Ten minutes of research would have told you this. So, If you are still unable to see the similarity then you are that person I'm discussing.

@@walt4908 The post office is quasi governmental. Amtrac the same. Welfare is the administration of others peoples money. The military does not generate revenue, which is what a business does. Business trades in goods and services for a bilaterally negotiated outcome. You can't differentiate between a government contract to meet the obligations of the government duties and free enterprise. Free enterprise can can decide to be in the business or not , and where to practice that business or not. Government can't decide one day not be in the military, or to deliver the mail, or to hand out other peoples money to welfare recipients. In the case of the post office and your observation, they were doing great until had actually meet their obligations. How is it that USPS is in financial straits while private delivery services are making their employees rich. You may allude to my intelligence, but you are a true moron.

Ya, know I take it all back Yes Having a businessman in office has been such a great success. 250 thousand dead, the economy in shambles. I'm sure I don't need to explain how a drop in the GDP of 34 percent is more than a rise of 34 percent. Still down, running a negative percent for the total year. So much for the 4 - 6 percent Trump promised. Couldn't even beat Obama's numbers even with the tax break Trump got through Congress. Still down 12 million jobs. Higher loss of balance of payments than ever before in history. An additional 6 Trillion in debt and over one Trillion in deficits each year. Remember that tax break? You and I will have to pay it back ours and for the rich who got 82 percent of the actual benefits. Remember, ours were temporary businesses got a free ride don't have to pay back their windfall! Most of it spent on share buybacks that only helped Trump's rich friends. Can you say Socialism of the rich? The loss of our agricultural prowess and have had to give the farmers billions and billions of money to keep them alive. Lost all that business to Brazil and Israel. Great job with the Post Office. Trump's right-hand man promised there would be no problems as he removes essential equipment and has slowed down the process with impediments to its proper flow of the mail. Tell me what Trump hasn't fucked up and I tell you just wait. He will get there. Just idiots like you who want to give him four more years and if he does win he will destroy everything we Americans hold dear. Good job!

In July 2015 Mayor Reed was charged with 499 crimes including bribery, racketeering, corruption, and theft by deception. In January 2017 he pled guilty to 20 counts of theft, and received 2 years probation.

Actually, they negate to tell you that reed was mayor since 1982 and was beloved for revitalizing Harrisburg and wasn't re-elected because everyone assumed he was just going to get elected again so no one voted. Linda Thompson replaced him and had scandal after scandal and only served one term. Papenfuse replaced her and isn't as popular as reed but is pretty uneventful. Either way, a 30 year long record as mayor is a pretty damn good record and there is no telling if he continued to be mayor if it would have still had budgetary problems and reed still continues to be popular for all the major projects he did do.

james anderson a lot of the jobs that left was because we exported a lot of the steel manufacturing to China which the neighboring city did most of the production. Harrisburg otherwise isn't really growing or shrinking. Just stagnant but thats fine. When there is a huge boom in the country. We tend to be ok. When there is a huge crisis in the country. Harrisburg remains the same. Even with the huge debt and almost bankruptcy. If you lived here you didn't experience or feel it. They just restructured and things went on as usual.

My hometown IS HARRISBURG! I is now 2019, and not a lot has changed. However, there have been several business folks who are trying to make things better. Mayor Reed has been indicted for buying many personal antiques at the city's expense. Downtown offers some nice restaurants and night spots. But we still have a LONG way to go with blighted neighborhoods and poverty!

I grew up in Baltimore MD, and as a youth walked from school, to my grandfathers office, and to my father's office, and loved the many neighborhoods I came to know. Although leaders make mistakes, it's the declining quality of the people that live in the city that leads to its demise. The WWII generation appreciated and took care of everything!

I've seen small town after small town in my state build massive town halls and police departments. Only to fire teachers and get rid of or charge for essential services. This isn't just a problem in Harrisburg this is a national crisis. Towns take the cheap loans and spend spend spend, this is just another form of predatory lending. They give tax payers money to business in an effort to make jobs. But the jobs never materialize or are low wage labor jobs. Or worse gut the small business that were employing many more people (I'm looking at you Wall*Mart and Amazon). For once the libertarian is right. It isn't a towns job to make jobs. It is a towns job to promote education and provide for a civil society. We have got to stop trying to spend our way to prosperity. Towns need to spend more on education and social programs. When they spend money on promoting business that money needs to be tired directly to a goal. If that goal isn't met then the business pays back the money. I have no problem with towns courting big companies but there is no reason to be taken advantage of at the expense of the tax payers.

That sounds good, but there are some flaws. 1) where's the money coming from for education and civil services? 2) if the goal isn't met, how are you going to hold the business accountable? File a lawsuit? How will you prove it? 3) companies are mainly interested in money, or the services that facilitate productivity (and making money). Something like NYC can do both, hence Amazon's HQ. How will that happen for a small town like Harrisburg? Small population, out in the sticks, relatively speaking. If it was closer to Philadelphia, maybe.

Although I was born and raised in Carlisle I'm now a resident of Chambersburg. Both the borough and county are quite solvent and haven't raised taxes in the last several years. Plus both councils are very concerned about their constitutes.

There are only a handful of cities that can live on tourism. Washington DC does because it's the nation's capital. Las Vegas due to gambling, Orlando due to Disney, New Orleans due to Mardi Gras (and even NOLA isn't doing that well).

The thing about the private sector is that when it makes bad decisions, companies go out of business. This forces them to literally make good decisions or die. The foolhardy and stupid disappear, the prudent and smart stay around. As a result the private sector is usually very good at whatever it does. The public sector is fundamentally different in that it can always take money from the citizenry, or borrow it on their behalf, when it makes bad decisions, so it never suffers any ill effects from its terrible choices until the situation becomes so awful that its citizenry literally can't pay anymore and nobody else will lend. At that point it is extremely hard to rectify matters, particularly because the people charged with remediating the disastrous situation are the exact same ones that caused it in the first place. This being the case, the only solution is to set and maintain strict limits on the public sector's ability to raise taxes and incur debt. Failing this, all governments, be they left or right wing, well meaning or not, shall always wind up in the same place. It is the government's job to create an environment in which the private sector can flourish, not try to be entrepreneurial themselves.

+Ken MacDonald nope, never been anywhere near that state even, dont even know for sure which state it is. the only time that Pennsylvania has ever come up in my life is when i noticed it was stamped on antique Coes wrenches. you seem to be more familiar with Pennsylvania, so imagine we are talking about Hokkaido and now the situation is most likely exactly reversed. and yes i've heard of 3 mile island, had no clue where it was though.

I llived in Harrisburg, P A from 1980 to 2007 when I relocated to Louisville KY. I know very well how the city went down hill. Taxes drove me out of the city and out of Pennsylvania.

Yes it is depressing. I used to live there back in the late 90's / early 2000's during the last few years of the IT boom. It was the most prosperous period of my life. Sad to see how far it has deteriorated under Democratic rule. It was referenced on an episode of 21 Jump Street by the fictional Judy Hoffs, as she is tracking down a non-custodial divorced father who was illegally raising his son.

it is yet another example as to why democracy is a terrible system that has fallen far from what our republic used to be. All of the morons who take more than they give have a say on how this country is run, and since of course they're now starting to become the majority, it is really not much of a shock to see how things have gone. Of course things will only continue to get worse on the national level. If we're going to resume the privilege to vote, it should only be for people who pay more into the system than they take out.

Mayor Reed was voted out back in 2009. Unfortunately his replacement was equally as inept and subsequently got creamed in her reelection bid in 2013. The current Mayor is Mayor Papenfuse. He was able to win reelection back in 2017. Not the best in my opinion, but he's working with what he's got.

One time, in the year 2004, I stayed at a state military post by Harrisburg. It was kind of rough shape. I remember stepping into my room in the dark, and reaching around in the air for a string to pull, to turn on the light. I think most of the country was doing away with those lights in the 1970s.

Take bids for projects then the project takes millions more than agreed to. Or the company syphons millions and no-one knows where it went. They go to jail for 6 months and never return the millions. Unfortunately the poor quality of the education in schools means that the majority of the population doesn't understand money. Politicians love this, because it means that it's very easy to buy votes by promising to give money away to all sorts of pet projects without the people realizing that it's their money that's being given away. This is why good financial education in school never really makes it into the curriculum, it would be devastating for most politicians if voters understood economics.

Here is a followup - trash rates are now 4 times what they were before the city's financial collapse. The city has outlawed private waste haulers within the city. Parking rates are much higher than what they were before.

In the 1960s, Harrisburg, Philadelphia, Pittsburgh, and other USA cities became a haven for the disenfranchised, the welfare recipients, the riff-raff of American society. Those inner cities were dangerous even back then. What do you think happens when businesses are constantly robbed and citizens' homes are invaded repeatedly? What do you think happens when the working class and business owners move OUT and the wretched refuse moves in and proliferates on the public dole? What do you think happens when the only wage EARNERS are the politicos and the fire, police, social workers, teachers, etc. who do not LIVE in the city? Look at San Bernardino, CA. The entire school district is Title 1. Approximately 98% of the students are on free breakfast and lunch (admittedly federal programs), but the tax base is nil. When city workers retire on pensions, it's yet another drain on the system. The streets are daily reminders of gang warfare and drug dealing. No one with any sense goes there unless they have to. The city went bankrupt in 2012. Five years later, it is SLOWLY emerging out of it, but it's still a barrio/ghetto, the gangs still rule, and it was, in 2016, named the most dangerous city in CA.

Do not blame civil servants pensions on the drain of "systems". As well as on any company-those employees contribute substantial investments to their retirement that are mis- managed by the CO's and Poltical leaders the same as profits and tax dollars.

*sigh* After WWII, the tax base moved out into the suburbs. Those who couldn't afford a car and house stayed in the cities. Also, a lot of companies picked up and left because labor is way cheaper overseas. You want a manufacturing job that pays the same as one in Asia?

Being an Australian I am not in a very good position to comment, but it seems to me that the loss of industry from the NE of the USA started the problems and democracy did not help until it was too late. So neoliberalism & democracy both failed.

YOu are correct ...it ruined the NE. When I started High School, it was still possible ( although the loss of industry was well under way already) but it was still possible to actually get a good paying job and live well. By the time I exited High School ( mid 80's) it was all over...nothing...nada zilch...they ruined us...and Reagan was a big part of that too....

Peter Ohman when general electric moved it collapsed MOST of the employment in the area. Start researching.. My h.o. scale trains were made in Pennsylvania and surrounding areas.. If you can’t figure out the problem, then there is no hope for a solution. This city was founded in the late 1700’s. I have never been there (close to it) there has to be some beautiful homes and buildings. The things in short supply there are: people who are trained and want to work, a positive business climate, good education system and law and order. All the above describe Republicans not Democrats.

The city a hour above it (Scranton) I thought was bad. But it seems better than this. If taxes were lower in Scranton then I would see it having more companies come in. Same with Harrisburg. Scranton used to be a city with 150,000 residents. Now it's at 75,000.

Oz here but this may make some laugh- the council in my home town in the Northern Sydney was offered a defunct quarry site for $0 by the company with the lease. They refused. Just a few years later the state gov. stepped in and ordered they take the land... at a cost of $24 million which the local residents were then forced to pay.

While Mayor Reed was a huge contributing factor in the problem of Harrisburg, the bigger issue is the municipal structure of Pennsylvania. If you look at a map, Harrisburg City itself is an extremely small area. If you were to drive through what you would think is Harrisburg, you would assume you were in Harrisburg when in fact you would be in the boroughs of Paxton, Penbrook, Steelton, and a bunch more in Daulphin County. Over the river that runs through the middle of "town" is Cumberland County with a bunch more municipalities including Lemoyne, Wormleysburg, New Cumberland, Camp Hill and so on. Each of these boroughs pay for their own local services. There are over 2,500 municipalities in PA and over 700 school districts. The State office buildings, non-profits and churches together take up a large portion of the area of extremely small city of Harrisburg and their employees and visitors use the local police, local roads and so on, all at the expense of the city of Harrisburg. How is any city supposed to survive when the wealthier families can move a mile outside of the city and commute to work while the services that support them are funded by the few poor families that can't afford to move a mile away. There is no ability to spread the cost of supporting the city infrastructure to the people who use the infrastructure. The same problem exists for dozens of cities across Pennsylvania and most have never had a mayor like Mr. Reed.
