You can but these guidelines are to draw a perfect face from the front. You'll notice that most references don't comply with the guidelines since most faces are not perfect. One thing you can do is measure the unique distance of the photo and use the measurements you just made in the drawing. Makes sense?

Something i never did well is shading.may be it's my tool is problem i use HB pencil and another it has no name but whe you it to shade does not give enough dark

You need more than HB to shade realistically. Get an HB, 2B and 4B. If you can
