James Ray Hines became the first man to officially break the 10-second barrier in the 100 meters, and won individual and relay gold at the 1968 Summer Olympics in Mexico City.

The relay was a truly dramatic event, as Hines took the baton with the U.S. in sixth place. Hines turned in a remarkable clocking of 8.2 seconds in his leg to seal the winning time of 38.2, another world record.

the trackside 9.9 mustve been triggered by the gun and manually stopped. a 9.95 is 9.7 hand timed when its a human that starts and stops the clock manually, and i believe that they need a majority agreeance from 3 watches.

The 1/100s of a second times were not given in the 1964 + 1968 Olympics (Hayes 10.06 s, respectively Hines 9.95 s) - although they were fully automatic, the times appear as manual (10.0/9.9).
