Can you replace the steering brake band without pulling the drum

I'm not saying you can't, I'm just saying I haven't. The reason I don't is normally you have to bend the band halfs into shape. That would suck to have to bend to shape in the machine. Good luck if you try.

What is the ball bark cost to overhall the brakes on a straight 450 c/l

You can find bands online for about 250 per side if I remember correctly.
