Dio actually killed that vampire bear but it was a Stand User with a very powerful stand so it put up a pretty good fight. Dio killed it by using the timestop 3 seconds into the Vampire Bear's timestop, freezing it in place and pummeling it with The World for 8 seconds. That is the origin of the ground bear that Jotaro found a few hours later and cooked for the group.
