Two pro tips: 1) MONKS They’re super OP because you can just convert everything the enemy throws at you with zero risk to your own troops. They also cost only gold, so there’s no market conversion to worry about. Just start buying monks and relevant technologies while always saving enough gold for a chariot race. Use converted units in front as meat shields, but keep 1-2 monks per control group for literally as many as you can handle. The fast healing will help out a ton, too. 2) MORE MONKS (and bug it out) You can convert the Pechenegs across the Danube *before* they invade. Literally make this the first thing you do after getting 6-8 monks. Convert across the river, go No Attack stance if there’s 1-2 remaining (you can out-heal them). Once you have some across the river, slowly make your way down and convert as many as you can. There’s only about 30-40 units on the far side, which you can convert and kill. Once they’re dead, patrol your units up and down the river to destroy every single building, defeating the Pechenegs. They will still spawn later, but with a defeated AI they won’t engage you in combat. That saves you from having to fight them later. Don’t delete your units unless you hit the pop cap, as that does hurt your legitimacy. By the time you finish, you should have gold for more monks to start making your way through Greece. Just keep converting everything you come across. Once you finish your monk techs and have 3-4 per control group, you can start shift queuing and convert dozens of units per engagement without a single loss. 😊

The idea is to represent a government, not a nation. The government don't usually have farms of it's own, it usually buys food and materials. The armies that appear usually represent an external attack that were not previously in the conflict. The point about protecting a building is to have a more clear object to defend, and usually a symbolic building of the city. And many of the limitations are done in order to create challenge and because of game limits.
