Same deity. Tara takes the form of vajra yogini, thus all vajra yogini forms are also Tara.

See, Krota Kali is associated with Vajra Yogini. It is a one of the forms of Vajyayogini, who represent wisdom aspects of Buddha. Whereas, Godess Tara is associated with Bodhisattva Avalokestvar or Compassion aspects of all Buddhas.
