I thought acetate was a weak base

Weak acids have strong conjugate bases and vice versa. Any proton donor that does not want to give up its proton is a weak acid. Once stripped of that proton, the resultant conjugate base will very readily accept a proton once more making it a strong base. Acetic acid is a weak acid making acetate a relatively strong base.
