The flute-like sounds at the beginning are actually recorders (they look vaguely like a clarinet) and they're played by bassist John Paul Jones, who also plays the keyboards on this. Because the lyrics are a bit vague, it's perfect for the listener to put whatever personal meaning to it so it has come to mean a lot of things to a lot of people. The instrument you asked about is a recorder. The subtitles are wrong. 'Misgiving' should be 'misgiven'. I think the song is just saying you can't buy your way to heaven (on Earth or elsewhere) and the material road is the wrong one. The stairway being on the whispering wind, means it's illusory. There's more to life than materialism and it's important to realise that and be true to yourself.
