He easily could have defeated that small detachment of the army and Ross, but he chose not too, because he wanted his family safe, and they never would be with the government chasing him.

Plus not everyone plays every single game, maybe 9 years later they're wanting to give it a shot now. There's many reasons to why someone would care/start playing red dead 1 now.
