So that local businesses in Baltimore that are directly impacted by the bridge collapse can apply for disaster “loan” assistance. So not only is their revenue killed, but now they must go into debt to attempt to survive. Meanwhile the USA sends billions in gifts to Ukraine and other countries no strings attached. Because they are Maryland Tough and Baltimore Strong. It’s a lot of political posturing and not letting a crisis go to waste patting each other on their backs publicly. Maybe many don’t see it like this, but the fact that “loans” are offered is disgusting given the context of all the billions sent over seas with no strings attached.
