In Wisconsin back in the 90s, When there was a tornado warning every channel would go to static with a siren sound effect. Then the sound of someone making a phone call, then a lady on the phone saying what was happening.

That 60hz ground hum is really going off on this one, wonder if it was a grounding issue causing that. Also I think there still are local access alerts, I remember getting local access alerts for the Kenosha riots last year along with actual EAS for “civil curfew” or something like that.

And it seems judging by the audio quality of the alert tone here, the St. Joseph Police Department should have really fixed their alert tone. Sounds like it needs some tuning up

Yes, it’s a local access alert, but it’s all from the local authority or whoever chooses to initiate it. The cable system acts as a sort of mouthpiece for this.

So I did some digging and apparently the police station seen in this video (St. Joseph, MO) is the same one as the one that sent this local access alert kzfaq.info/get/bejne/aJphm7mF2s_cnYU.html Granted the graphic was "updated" but it seems the alert tone needed some tuning up a bit in this one

This kinda looks like it was made with a VDS840 character generator, the "from the" text looks very similar to the Helvetica Narrow Bold font (which is the font that the VDS840 uses).
