That only matters for tradded or transferred pokemon though. Anything you catch in game will listen to you regardless of level. It's only there to stop you from transferring in a lvl 100 from a past game asap and sweeping everything.

I think Pokémon Colosseum explored this idea a bit. Pokémon had mutual goals with their trainers and the only way they were actually forced to fight was if they were made into Shadow Pokémon. Also, the protagonist only used a specialized snag machine that forces Pokémon onto his side if they were Shadow Pokémon and he had to gain their trust and purify them in order for them to actually fight together. Shadows sometimes lost control and attacked their trainers if they tried to give them orders.

It's usually a mutual relationship. The Pokémon receives better nourishment and training than it would get in the wild and the trainer gets a good addition to the team. Granted, there are obvious exceptions to this like Ghetsis, Paul (with Chimchar anyway) and a few other abusive asshole trainers throughout the series.

They still have this ruling in Scarlet and Violet. Going too far and catching a high level Pokemon will mean nothing if you don’t have badges. You can still raise your low level Pokemon to an extremely high level though.

He don't even carry a strap. Lol. This is one of the reasons I have been a Digimon fan more than a Pokemon one over the years. While both are still kids anime and so on, the digimon partnership always made more sense to me. Since a lot of them have minds of their own and didn't just senselessly go along with their human partners actions all the time. Tentomon was the GOAT at that. One of the funniest from the original 😅. Imagine if he was partnered with Ash instead of Pikachu. Or Agumon. Agumon would rather have lunch first and Tentomon would just call him out on his bullshit rather just go along with anything.
