Italian CAST ON and INVISIBLE elastic BIND OFF for rib K1P1 with a rolled over edge. This cast-on method is the same as the tubular cast-on, but without the tubular part - a direct way from cast-on to the rib. No waste yarn or provisional cast on is necessary.

Would you recommend using a size smaller needle for the cast on of the scarf to keep the edge from flaring? Maybe than the cast on will have less stretch too, so the same stretch as the bind off, if that is desired?

Thank you! It’s a helpful idea! However, I usually use the same needle size - I probably control the tension automatically. But if there is a flare, yes, a smaller needle size will help. I wouldn’t go much smaller, though to avoid the opposite - when the edge is "gathering" the fabric (like when we knit the cuffs) - just half the size is probably enough. And use it for the cast-on row and 1 row (or even 2) after. A sample swatch can be a good start.
