Bad as in torn to shreds? Are they on the grooves properly? Might be worth taking the belt off and see if any of the pulleys have damaged grooves or the pulley spins awkwardly.

Sorry the video might have been confusing (the way the tools work on the pulley is inherently confusing). Since you can generate more torque on the long breaker bar vs the short wrench, it is ideal to keep the wrench stationary while during the breaker bar instead. As such, the breaker bar should be going CLOCKWISE (not CCW) while the wrench stays put. As for the chirping, do you feel it is the belt or is it a pulley? If the belt is old and needs replacing anyways, it is usually cheaper to try changing the belt first. That is unless you absolutely think the belt is fine.
