Why not have an independent investigation - why would you have an organisation investigating themselves, it doesn't make sense.

Not a storm in a teacup at all. Shatter revealed confidential Garda information to the public outside of the Dail (without Dail privilege). This is very serious, because if it was okay, what would stop him from using Garda information against you? e.g. if you drive for a living and are being interviewed for a job that means that you must not have any driving offences, Mr Shatter could tell all of your potential employers that you were stopped for using a phone. They may choose not to employ you.
