Well, it's probably wind since Luffy is based on the Hindu Monkey God - Hanuman (lots of similarities and Luffy's Bajrang gun is a reference to Hanuman's nickname - Bajrang Bali). And Hanuman is Pawan Putra (Son of Wind). This could be false but it is higly likely due to Dragon having so much connection to wind. Edit: Oh and since Luffy and Dragon are son and father and have the same surname (Monkey), that supports this theory even more.
