Andrey Kortunov, director-general of the Russian International Affairs Council, delivered a lecture on the ongoing crisis in Europe at the Monterey Summer Symposium on Russia 2023 in Armenia and Georgia (July 2-18, 2023). The Symposium is organized by the Monterey Initiative in Russian Studies, Middlebury Institute of International Studies at Monterey.
The question and answer session (Q&A) of all Monterey Summer Symposium on Russia events is exclusive to our fellows. We do not record the Q&A session.

America globalization means financial and military dominance .

Yes that's one interreption. Since the early modern period there has often been a hegamon - nothing new therr. But the question is, what type of hegamon would you prefer to live with? The US support of international institutions and open global markets generally means material progress. Can you imagine Russia as a hegamon? A land based empire that treats its people badly (failures in health service means life expectancy below 70! Pensions less than what some of us spend on pet food, etc, etc) has limited accountability internally and poor, inefficient governance structures that aim to coerce. I think you get the picture.

15:37. The International System is owned and run by the US hegemony established by the dollar as a Global currency thanks to its ties with the petrodollar which gives the US it's muscles. Concerning Ukraine, it took 20 years and $5 billion to "turn Ukraine" according to the Under-Secretary Victoria which led to the regime change in 2014 instigated by the US and headed by Ms Newland. There was also a report done by the RAND Corporation on ways to push Russia into Ukraine: "Overextending and unbalancing". Rand report Prescribed US Provocations against Russia and Predicted Russia Might Retaliate in Ukraine - Rick Sterling. One quote from it: The US goal is to undermine Russia just as it did the Soviet Union in the cold war - the designated enemy" Then there was the Minsk Agreement which was admitted by Former Chancellor, Angela Merkel to be a ruse, playing for time for Ukraine's military build up and stated NATO wanted conflict with Russia from the start. "Former German Chancellor, Angela Merkel, admits the Minsk Agreement was merely to buy time for Ukraine's arms build up. "Now Merkel confirms that NATO wanted war from the start but needed time to prepare militarily" wsws.org.

Would you care to explain the Primakov doctrine to us? Maybe you should explain the rationale for Russian military campaigns in the Post Soviet space. Your post reminds me of the old joke about a meeting between Gorbachev and Reagan. Reagan complained about the absence of democracy in the SU. He said: Every American can come to the Oval Office and criticise me. Gorbachev replied: Well, every Russian can come to the Red Square and criticise you.

Kortunov’s main themes : resilience describes Ukraine, Russia, Western alliance cohesion tighter than ever , and resilience of global south not to get involved in the conflict . The international system demonstrates adaptivity, flexibility. UN, G20, BRICS, SCO…all still functioning. Can we make projections on basis of this observed resilience so far? No. Accumulating critical mass could implode international system ~2 years from now . Strategic arms control is almost dead : ratification, verification almost impossible now. Different philosophies . Nuclear nonproliferation facing increasing pressures . CBW proliferation. Cyber, space , AI. Approaching point of no return . Global economy >>> volatility. Climate change benchmarks being missed , how far beyond 2.0 - 2.5 or 3.0? Upsurge in global migration coming . We will need new level of global governance but no sign of it coming .restoration,reformation, revolution: three possible outcomes to Ukr war. He hopes for reformation. US China rels will be stressed but probably remain stable. Western alliance cohesion: strategic or situational ? If latter, real multipolarity is more possible. Globalisation continues strong after Ukraine . Possible trend to more regionalisation as US and z China blocs diverge . To conclude - new drivers of international system : social rather than financial. Priority will be social justice rather than individual freedom . Old hierarchy of global core and global periphery is ending . Core and periphery within countries rather than between . Loose coalitions in response to specific needs . More volatility but more efficiency . Dangerous and risky find getting from here now to a new higher level Of flexible global governance .

Global governance? You mean enslavement of the West's middle class? Taxed to death by the two faced globalist fuckhead politicians that we keep electing through Gerrymandered elections?Or bullying the working man into paying half their income for freaky social engineering we never signed up for and and all the while putting up illegal migrants in 5 star hotels while our kids are malnourished. All the while starting more proxy wars and gambling away the lives of millions of our fellow Christians...

Dears. My comment to some comments: Some comments consisting 1-3 words is an offensive and poor way of communicating. Proving only how smart you can be to use abbreviations that one must study to understand. But we normal people do not invest energy into understanding such short expressivos of something that is not clear. I appeal to the common sense of explaining yourself. Ot else it is just waste of time. Wake up to the great art of actually communicating instead of showing-off one's own interesting personality.

I am afraid what Putin did in Munich in 2007 was not "articulating a major crisis in the international system". It was an expression of Russian entitlement. The constant whitewashing of Russian aggression in these Monterey panels is really tiring. I really hope those guys don't get into positions of influencing European policies vis-a-vis Russia.
