So foreign governments already go their hands full dealing with villian uprisings in their own territory, I'd say that's the best Star and Agpar can do given their arsenal and clearances to use whatever weapons they can utilize at the moment since Shigaraki suddenly intercepting Star was unexpected. If the White House has 100% support of focusing all their resources to help take down Shiggy, they would've launched all of their nuclear arsenal for the sake of neutralizing him for good. But America's president is wavering so that's why they only got advances cruise missiles as fire support. It's miscalculation in America's part that cost them their No.1 Hero and eventually the collapse of their government. In the manga, due this unfortunate events America is the 1st superpower to collapse, and the 2nd country to fall into chaos after Japan after Star's defeat. Other countries will soon experience the same. That's why even waaaay back then Egypt's Salaam, already anticipated this and was eager to go straight to Japan to help during the time the hero comission was destroyed.

They were just regular cruise missiles without a nuclear payload but still packed a punch like MOABs. He did get burnt to a crisp though even if he tunneled deep underground. It was his Regen and Reflect quirk that saved him from fatally damaging his vital organs. If he had not buried underground fast enough like he said, if he was even 1 second late the shockwave would have been enough to rip his body apart and could almost instantly kill him since he would be at point blank range, but since he was able to make distance the only damage, he got was severe burns that his regen quirk can easily heal. Not the his regen quirk is not like Deadpool's or Wolverine that can regenerate his entire body even with a single drop of blood. If Shiggy got hit with a nuke at point blank, he'll get vaporized instantly and there's no amount of regen quirk effects that can bring him back. As we know quirks that defy laws of physics like New Order are at the top S-tier, while those that enhance/protect the body of the user like Reflect and Regen are just around the A-tier. And the S-tier regen quirk would have the same effect as immortality like Wolverine or Deadpool.
