With Kabuto in particular, I feel like he had the potential to be one of the best antagonists in the series. His backstory is genuinely heart wrenching (and just adds to the long list of reasons why Danzo sucks shit), his whole "I just want to figure out who I am" shtick is really interesting and unique, and his fight with Sasuke and Itachi is really fun, but he's kind of an annoying dumbass, especially after he imbibes Orochimaru or whatever it was that he did after Sasuke killed him. A lot of my problems with him are ones you've already discussed, but the point stands. Basically, I like the idea of Kabuto, not so much the execution.

Zabuza, kisame, deidara, hidan, kakuzu all need to be promoted

I highly disagree putting Haku and Zabuza anywhere other than S tier. No other villain impacted Naruto more in his character development than those two. From Haku’s line: “When a person… has something important they want to protect… that's when they can become truly strong.” Precursor to Gaara vs naruto as he had to protect Sasuke and Sakura. From Zabuza telling Naruto that his words cut deeper than any blade, precursor to Talk no Jutsu. Finally it was the aftermath that made Naruto second guess the ninja world and made him ask the big question, “what is his ninja way.” After this fight these themes appear over and over and over again constantly evolving and transforming naruto to the hokage he is now. Zabuza and Haku is S tier no “if’s” or “but’s” about it.

What makes someone good villains is, I think, this little fear combined with excitement and respect to their presence and abilities. For me the best villain in the series is Orochimaru. Others I'd put alongside him are Itachi, Kisame, Pain, Madara and Zabuza

kimimaro deserved s tier because he was the most respectful villain ever, he just let lee take his medication right before he was about to kill him, just stopped and waited patiently. i love that, it’s so funny.

Danzo is easy a S tier for me. He represents the darkness of the shinobi world that was missing in the Original Naruto, and made the series all the more interesting for me. He single-handedly created more enemies for the village than anyone. Plus no one generates as much hate as him, despite him having somewhat reasonable motivations.

Before I watched the video I knew Madara was going in S tier

Imo Danzo belongs in S-tier. The fact that he is so hated just shows how successful he was as a villian.

Itachi was an easy S level in my honest opinion. He was eluded to the entire series and built up soooo much and was DELIVERED for sure.

One of the good things about Zaku is that we got a good fight with him and Shino. It really showed that Shino is no one to mess with

I agree with your placement of madara for sure. It was the perfect display of his character when he first appeared. He works so well because all the hype the series built up around his name since part 1 naruto really paid off. We saw him and it was like “oh shit yeah madara really is a fucking monster Jesus Christ.”

in parts of the og series and shippuden i think zetsu was a character that acted like a storm cloud. showing the akatsuki were always around and listening to plot their attacks was a really cool feeling when it panned over to him emerging from a tree after an important discussion between leaf shenobi.

Sasori is one of the 3 coolest Akatsuki in my opinion, and he let himself get killed, plus Chiyo was maybe the only person that could've faced him head on like that, the perfect match for him, and he still could've killed poisoned Chiyo on the ground and stabbed Sakura who couldn't do anything at the moment...

Danzo S-. Even though on his own merit he's not much, he also represents the dark side of the leaf. Most conflict in the naruto world can be brought back to Danzo pulling strings. But really the sense of the ANBU Root and Hiruzen even accepting that the Leaf needs a Danzo to me brings him up.

I actually found Deidera to be one of the most interesting Akatsuki members. He's very cocky and his Jutsu definitely isn't common. He's extremely smart too. (Yes, I know he lost foolishly to Itachi but who wouldn't?) Lets look at his fight with Sasuke. Sasuke had the elemental advantage and he still brought Sasuke to his limit. He also tends to take damage like nothing, Not making a single sound when his arms got crushed off.
