What Lesufi is saying is that the ANC would have 5 positions, including him, with the DA 3 and the other parties 3, but the ANC wanted 7 positions and didn't want to negotiate. That's what broke down the discussions-ANC factions are at play here.

DA asked for 3 MEC posts, if ANC share the rest with other parties, not for them to take it for themselves. Premier thank you let's gight crime. The power infradtructure copper cables gas pipes, water infradtructur etc have to be protected.. In South Africa unlike in other African states we tend not to invest in securing these infrastructures. African infrastructure including dubstations and power lines are heavily guarded.
