There are stronger forms but in general the forms are used for different situations, the yellow haired guy used only his first form because he mastered only one out of 6 but later he creates the 7th

no one is born a demon you have to consume the demon kings blood and those levels your talking are moves for their breathing styles breathing styles are basically elemental powers

and also the lower the number after upper the stronger the demon they are also lowermoons too

The breathing styles aren't really elemental powers. They are just different forms of sword styles. Lightning breathing uses moves like dashes and quick draw with emphasis on extreme speed, for example.
