Why is it alright for ODOT to use boulders to keep 'campers' off their property but when a business does it, it is considered hostile? Why is there suddenly a concern for their safety?

@Schoolboy Unfortunately, the police would strongly disagree. Homeless are being used as intermediatearies ("fronts") for retail theft, armed robbery, stolen vehicles, and many actions of violence by organized crime in the PNW. They get the property, and homeless get money for drugs or drugs directly. No risk, all reward. They are not targeted, due to complete breakdown of law and order and lack of available officers for duty. Now, Multnomah County does not prosecute car theft, retail theft, or mugging assaults in most cases. Police are overwhelmed.

Well, at least they're leaving residential neighborhoods. This means there are fewer vagrants shooting up drugs in front of school buildings. It also means "more space" on the sidewalks for people in wheelchairs.

Honestly it’s not that easy. There are people on the streets that have good jobs. The jobs just don’t pay enough to afford somewhere to live. The lady was a manager at CVS for god’s sake…. It’s a much larger problem than just drugs or mental health or whatever. That’s why it’s not been solved yet. It’s complicated and costly.

@@buk6708 Can’t disagree with you but won’t go so far as to fully agree either. While yeah CVS manager isn’t a high level position, it should at the very least come with a livable wage. Shouldn’t have to work 3 jobs to barely make it. Something seriously wrong with that.

This is genius…except where is the shoulder for vehicles in accidents or who have mechanical issues. Loads of people recently had to pull over due to becoming snowed in. What you must do is make laws and enforce them. Arrest anyone who puts up tents et al at the roadside/underpasses.

Yes. Boulders on the side of the highway in a part of the U.S. where the roadways get covered with "ice" in the winter. What could possibly go wrong?

It's better for the homeless to be on "state property", like along the highway, than it is for them to live on sidewalks in residential neighborhoods.

@@GrumpyWolfTech In some Portland residential neighborhoods, vagrants that camp on sidewalks, driveways, or lawns, are threatening homeowners with violence. There have been reports of vagrants pulling guns on homeowners and threatening to burn down their house if they call the police to remove them. So, I think the area along the highway is a better place for them to be, than in residential neighborhoods.

PSA: Multnomah County gave out 22,700 tents and 69,000 tarps. That fact only came out during discovery in a trial. That is like bombing Portland with homeless campers.

Saw a lot of clean up, yesterday. GOOD! I'm sick of living in a dump. I WAS homeless, and didn't inflict my situation, on my city! I did what the help offered, told me to do. You can't get placement, if you can't abide some basic rules. Put the needle down.

You can afford boulders but can’t afford to put the time into creating an infrastructure that gets these people off the street? Seems like Portland officials just dump money into pop up shelters or short term housing. It’s ridiculous that these people can’t get job placement and housing for the long term.

There's plenty of people that work and live in a van because they don't earn enough. They aren't on the sidewalks but in parking lots. Soon that will become an issue of complaint.

Sprinkler systems require regular maintenance and are not cost effective to install except in small areas. As a former road construction and city planner, they are are not designed for highways, interstates, turnabout, or on ramps. They can be used for traffic circles. Rock and distribution is cheap, no maintenance.

Maybe stop de-criminalizing drugs and make them all illegal? Put them in actual prison? It's the governments fault that there are so many homeless. There are so many on the streets from veterans to people on social security who barely make enough to survive let alone pay rent anywhere.

Veterans just as civilians can get assistance in WA or OR quite directly. I have helped several personally, if they ask and confirm their status. The problem is most are not veterans or were dishonorably discharged. Veterans are NOT the primarily composition of vagrants in the PNW.

But, it seems the commissioner-based form of government in Portland is on it's last legs, and scheduled for a new form of government sometime in 2024.

This is an expensive and short sighted effort that only serves to address a symptom of the problem. Another report said that this project cost hundreds of thousands dollars. It's shameful.

@@dennisgolden7596 This was funded with our tax dollars. I'm sure we could find a better use of our money, than some rocks to sit under the highway. Wheeler's plan for professionally managed camping sites needs more funding. There is also a disconnect between the available services and those in need. We could've spent this money to help people access our existing services. A lot of these people clearly need some help. But, I'm sure your conscious is easier to keep clean when these people are out of sight. So let's spend six figures on some rock to kick this can further down the road.

Knowledge is power, ignorance is stupidity. Expand your consideration. A scientific study is not required, as it is actually quite common. Many countries outside the United States that have large coastlines and major highways use boulders not just for wave breaking, river / land erosion, or amphibious invasion protection, but discouragement of illegal camping on government / private owned property in densely population regions on beaches and roads. This applies to US National Parks as well. It prevents "squatter camps" due to poverty and traffic problems. The reason is simple, rock, hauling,, and dumping is cheap. You don't need a HIAX, just a pneumatic dump truck. A good, basic example is use in Southeast Asia countries such as Thailand, Laos, Cambodia, and Vietnam. If you watch closely in the US travelling, it is also a common practice. Portland has not been a Rose City in close to a decade. City of Garbage, City on Fire, City of Ashes, now Portland City, as referred in the Old West.

When a person is desperate, starving, freezing, overheated, thirsty, drug induced delerium, or overcome by mental illness, they will do anything to survive. ANYTHING. They DO NOT care. They will kill, and risk their life to be killed just for another meal, or drug "fix". The world is not a comfortable, snuggly place. It is hard, miserable, and unforgiving. Many countries outside the United States still use debtor's prisons and poor houses effectively. If you want a place to sleep, food to eat, and clothes to wear, YOU MUST WORK. IF you are accepted to be allowed in the first place, which is NOT guaranteed.This is a privilege, not a right. Why don’t we send these people to a safe place, that is still free. Where they can live homeless all they want. Slab city, in the Salton sea area, of Southern California. It’s the last free place to live. Warm year round, much less rain, or cold weather. They can take their things there and live free.

Homeless people experience unimaginable crimes, nearly always violent crimes. Law enforcement doesn't register these crimes because no one reports them. You see a homeless man with no teeth, well guess what happened to those teeth. We see homeless sleeping downtown during the day because it's too dangerous for them to sleep at night. It is not homeless people attacking homeless people; it is predators who are not necessarily homeless. Some people think a person's homelessness gives license to rob and/or hurt them.

The DOT need to leave these homeless people alone, if they don't like were these homeless people are staying, then find a spot for them we're it won't be illegal, or find them housing to get them off the streets. How would the DOT like to have their home taken away !

I see people walking across the lanes of I-5 fairly often on my way to work these days. In my opinion, it’s very dangerous for the homeless & car drivers if people literally live on the freeways. I believe at least four people have been ran over & killed on the freeways in the Portland area due to homeless folks living on the freeway in the past two years alone. I also don’t like that these homeless folks consider the property surrounding the freeways as their own person trash cans. Also, The City of Portland has spent over a billion dollars on the homeless crisis since 2012 and according to this very new source - there isn’t a single homeless shelter above 50 percent occupancy in the Portland area & according to KGW there is between 220-250 available shelter beds that anyone can use free of charge, but you do have to follow some rules & that’s why the majority of the homeless won’t utilize free & available shelter beds. Honest question for you - how & why is it ODOT’s responsibility to find homes or shelters for the homeless? Personally, I miss the days of personal responsibility.

I don't think that putting boulders on the edge of the highway works. What happens during the winter, when motorists slide on the ice and "slam into the boulders" on the side of the highway? Serious injury and death. That's what happens.

@@yettimannettii2039 I'm not familiar enough with the greater Portland area to suggest a specific location. However, what makes sense to me is to utilize empty covered outdoor or indoor areas. Access to public transit and healthcare, community bathrooms/showers/laundry and a place to get warm and get food should also be part of any plan. The Pallet system shelters made in Washington State seem to be a great stepping stone to more permanent housing options. A large parking lot for those who are living in thier vehicles with the same access to community resources would be another easy starting point.
