I tend to agree with you but up until physical contact, I thought the cop was just being calm. And then I was concerned. Definitely need to use the vid for training. I have done a lot of research on the difference between city and county police because I am interested in law enforcement and I found really that they are very different in their own ways, such as deputies handling courts or jails, but I can't necessarily say if county or city is better or more trained than the other. Can you advise?
