I would disagree with Haqqani. Jehad was not started in 1979 when Soviet Union invaded Afghanistan but right after partition when Pakistan sent Mujahideens dressed up as "Lashkars" to capture Kashmir.

Religious fanaticism (in Pakistan) will prevent them from making real progress on economic issues. With due respect to ambassador Haqqani's erudition & experience, the issue of muslim majority has not been addressed here. Nor is it ever likely to be ! Pakistan shows all the sympathy & aids and abets the terrorism in kashmir only because it has fertile soil of muslims in majority ! This is not going to change even if both countries decide to open the borders. The issue of Kashmir can internally be sorted out with abrogation of article 370 provisions. This alone would help change the demographics of the region.Look, no part of India has any 'alienation issues' with govt when it has Hindu majority !! So, re-organising the demography of the region is single most effective route to peace whether Pakistan is on board or not !! Lifting of AFSPA should directly be linked - and it actually is linked to volatility of muslim majority - to article 370 provisions. Kashmiri people must be told in no uncertain terms that in the presence of article 370 AFSPA can never be lifted from Valley (without the danger of return of 1989 like chaos).
