The flag you were asking for is basically Kashmir's flag. Kashmir is a state of Pakistan not Province that's why it has it's own flag, It has its own Establishment, Parliament and Prime Minister etc. While the other regions of Pakistan like Punjab, Sindh, KPK, Balochistan, and Gilgit Baltistan are the Provinces of Pakistan. These Provinces can be controlled from the Capital, Islamabad except Kashmir, Because Kashmir is a state.

The other flag was of Kashmir. Actually it is flag of Azad Kashmir which is part of Pakistan but has been given a special status like they have their own Government, own flag, own national anthem but it is part of Pakistan. Kashmir is actually a disputed area In 1947 when whole region was divided into India and Pakistan, the Kashmir was region which was illegally occupied by Indian Army and till today 80% of Kashmir is illegally occupied by Indian Army and remaining 20% belongs to Pakistan and its security is maintained by Pakistan Army. its Territory in India is called "Indian Illegally Occupied Jammu and Kashmir" and in Pakistan's Kashmir, it is called "Azad Kashmir". We Pakistanis have fought 3 wars with india to liberate kashmir from India. And we will one day take back Kashmir from them, Insha Allah, because dispute of Kashmir is incomplete agenda of Division of Indian Sub Continent into India & Pakistan

About the Islamabad sector naming. It starts from A to I in the original city plann, A in north to I in south. And the numbers are from right to left incremental.i.e east to west But due to the location of constitutions, and early city development, they developed from south i.e I. And as city developed they have reached sector D, E towards north west. Marglla hills stops the sector at E,F in the east so u will not find E3,E5 etc.

Halò Phil, native Islooite (a colloquial demonym for a native of Islamabad) here. Technically the sectors start from A and go all the way till I (Industrial zone). A and most of B (and a half of C and a quarter of D) are the Margalla hills national park (the mountains surrounding the city) and they’re a no-build zone. So you have sectors (with construction permits) that officially start from B, C and D, but the Federal territory (F) is the official epicenter of the city. Then there are numerical series associated with each sector, that start from 5 (1-4 are again the Margalla hills national park) that officially end at 17 (beyond 20 it reaches the border with the provinces of Khyber Pakhtunkhwa and The Punjab). The city itself is planned like a grid, if one gets to see its aerial plan, however there are many other real estate options beyond the grid system, but are outside the bounds of “the city” (colloquially known as the “Red Zone”) and are in the Islamabad Capital Territory (which is technically a province, whose capital is Islamabad). It’s quite confusing for outsiders (especially since 80% of Islamabad’s population isn’t actually from the city), and for most of the people in the city, it actually makes a lot of sense. But both domestic and foreign tourists can’t refrain from scratching their heads, because in their defence, even though it makes sense, it takes a while to get used to the sectors.
