So Mas Amedda was secretly a Jedi? He had been waiting for Palpatine all this time, but when he did not show up, he had to neutralize the guards in order to leave. Apparently, he went to look for the Emperor to fight him in a fair one-on-one battle. After all, as one wise man said: "It is obvious that this contest cannot be decided by our knowledge of the force. But by our skills with a light saber".
