To be fair, Tramp was actually doing what any sane and loyal dog would've done to defend his master, even though the guy coming out of the zoo wasn't really Tramp's master. If a dog senses that his master is being threatened, the dog will stop at nothing to defend his master.

That quick camera shift at 2:10 reveals that for this VHS release, they simply did "pan and scan" on the widescreen Cinemascope print of the film. The 1998 VHS has a slower and more natural pan there, due to using the actual 1955 "Academy Ratio" print prepared for non-widescreen cinemas. The current pan-and-scan print on DVD doesn't even bother to pan or shift during that shot.
