I doubt that Nico is the most powerful, if pushed Percy can destroy the 7 easily the limiting factor would be Annabeth as she holds him back as Piper said in mark of Athena. Nico is more comfortable using his powers to their full extent while as Percy isn't, also Hazel did not oneshot Gaea at best she stopped Aleconeus from reviving himself. If in a fight (granted feelings are not a part of the convo): Percy undoubtedly has more fighting skill than Nico and more physical strength, and in topography Percy has advantages if he is near to sea or land (He could cause an earthquake), Nico can only summon dead people if they're buried in the place they're fighting and even if they are fighting in a cemetery most of the dead there would be old so bone strength would be a major issue. The death touch would be an issue if it didn't take extreme emotional turmoil and time to charge up.
