So this is pretty much like a DBZ joke where the characters sometimes just stand there in awe when they see an attack and have a monologue inside their head for 5 minutes explaining the attack as it is going straight for them.

DaLegendaryBk I'm not sure you realize this or maybe your just joking, but in a slow amount of time, a shit ton of thoughts can be generated in a human brain, wether they be images, words, concepts, etc. Anime simply tries to convey those toughts in words to the viewer in real-time, hence the sourroundings have to be slowed down.
