Cadaver dogs can only sniff out that there was a dead body somewhere but cannot find a specific person. So while it may seem like it’s open and shut case, it’s still circumstantial evidence at best. Cadaver dogs are best used for actually finding and leading ppl to dead bodies. Unfortunately, they haven’t found the children :(

But if enough time goes by and the bodies aren't produced, then I'm sure they'll use what they have to prosecute. It's just better to work slowly because evidence often comes to light over the passage of time.

The police do not have the evidence yet. We are assuming they killed the kids, but we do not have proof of it yet. A lot of crazy things happen with cults, so they need to know what crime has been committed to arrest them on. They don't want a scenario where they arrest them for murder, and the kids turn up ok. Right now, all we have are assumptions and hunches, and you cannot arrest based on that.
