STATEMENT OF PROBABLE CAUSE
State of Minnesota 3/24/2020
On March 23, 2020, a Winona County Sheriff’s Deputy (“Deputy”) had contact with the driver of a red Dodge pickup truck that was stopped in a lane of travel on Highway 61 in Wabasha County. After the driver said he was okay, Deputy told the driver to be safe. The red pickup truck then continued on Highway 61. Deputy followed the truck as Deputy was returning to Winona County.
A short while later, Deputy noted the pickup truck was travelling in excess of 100 miles per hour. Deputy attempted to make a traffic stop on Highway 61 near Highway 248 in Winona County. After Deputy activated his squad’s emergency lights, the red pickup truck made a turn and stopped. Shortly after Deputy got out of his vehicle, the red pickup truck accelerated away. Deputy continued his pursuit. During the pursuit, Deputy noted the red pickup truck crossed the centerline and the fog line. At one point, at least three law enforcement vehicles were involved in the pursuit. The pursuit, which lasted about four miles, ended when the pickup truck became stuck.
The pickup truck’s driver attempted to get the truck unstuck. Deputy and other law enforcement personnel deployed tasers and chemical irritants, but it did not appear to affect the driver. The driver was eventually arrested and identified as ---.
Medical personnel examined Defendant. Defendant told medical personnel that he smoked “m---” and m-------- a few hours earlier.

When I was 6 or 7 years old, my Mom dated a Texas Ranger for a while. He always had a gun on his hip - can't recall if it was a .357 or .44 magnum. His story was that the gun would disable a car engine during a chase. No idea if that's true - he was a Texan, after all, and they do love their tall tales - ha! I just couldn't help but think of that during this video and consider he would've had a blast (pun!) disabling that truck.

Either one is quite capable of penetrating/cracking a cast iron engine block, thus at minimum, causing the antifreeze coolant to leak out. So even Texans do have truth in their statements. ;-) I've often wondered, since police set-up ahead of a pursued vehicle to deploy spike strips, why can't they design something to strike the vehicle's radiator (grille area) and 'take out' the radiator. That would surely disable the vehicle soon after, even better than spike strips.

When I was a kid, it was a regular practice for the state police to shoot out a radiator to stop a chase. The engine would seize up pretty quickly.

Some bad drivers just don't know when to stop. Surprised the Dodge kept on going and going, it's been my experience (first hand) that they usually break down after the first few bumps...Maybe he modified, kinda sounds like it was beefed up. But my train would have stopped him, for sure, glad I'm not a conductor for the Soo Line anymore, tho, sure don't need to see stuff like this on the tracks!

I cut a fuel line today going over a little bit of dirt in a dodge grand caravan so can confirm.
