Well you can't prevent people needing social care +it should be a priority. Prevention of vulnerable people ending up in prison because of the inadequacy of so called society .This means taking prison as a serious place for very few people only .Who actually need to be locked up genuinely. More money invested in communities less people becoming victim .To the shreads +tatters of a Victorian system that never worked in first place .Other wise they wouldn't have use the colonies .For sending unwanted prisoners for dispersal. Not because they cared but they actually realised their methods didn't work sentencing people .They feared the very thing Sam described.
