My guess is that the adult dog/dogs also have mange. If the owner didn't want puppies, get your dog/dogs neutered.

Sorry but it makes me mad that someone could do this to poor puppies feeling very sick person would do not to puppies and maybe somebody should do that and then to see how they would like it. I'm glad they were rescued. I'm also glad they're getting a adopted.
