There are two players off the ball pre-snap, but they are very shallow, lined up around 7 yards and directly over their receivers. And there are no underneath defenders, the LBs are showing blitz. Then watch how the safeties react post-snap. The safety up top immediately crashes down on the bubble by #2, and the safety to the wide side of the field mirrors the movements of #3. The safety at the top of the screen immediately crashes on the bubble by the #2. The field safety mirrors the movements of #3. They rush/blitz six guys and leave five in man-to-man coverage. That's Cover 0. It might help to think of Cover 2 as not just having 2 deep safeties, but that also means they have five underneath defenders covering the underneath zones.
