Idk what the root of Raquel’s lack of empathy is but it doesn’t seem like she’s just completely incapable of it. Tom on the other hand is scary in the same way Jax was in regards to his coldness when he’s seriously hurt somebody. I do believe Raquel in coming out about Tom being low key abusive, and while I definitely understand people being aggravated by her podcast and the ways she excuses herself I really think she has gotten all of the extra heat that Sandoval was still deserving of.
