Most RAM power supply ICs are designed to operate at a voltage of around 3.3V or 5V

tnxx . very very good . i have a asus gl553vd motherboard . power on but no v core and v gfx . vrm chipset have both 5 vs and 19 v and vr_on signal . even vrm chipset send vrm_pwrgd to i/o . but no v core . cpu problem or ????

Its strange you have vrm_pwrgd with no vcore because pwrgd signal should not be produced unless you get vcore at first You might have a bad vrm regulator ic
