If you read Federalist 70; you'd see that Hamilton is mostly arguing that that the Executive branch should not be split among multiple people... basically, only one person should be president. What he is *NOT* arguing is that a President should be unaccountable for his actions while administering. It's only 8 pages long. He's just saying that if we had two or three presidents simultaneously that America's government would be more unstable. This fellow from the Heritage Foundation has thrown out a red herring.
