You need to clearly define your risk likelihood and cost (effect/consequence) bands so they are rationally distributed. Then it is more robust to calculate the effective cost of a risk and simply rank by defined risk appetite. For example: Low risk - can be handled with current resources and no material balance sheet effect. Med risk - can be handled without increasing debt Significant risk - will increase debt, but not impair our cost of debt Major risk - will increase cost of debt---to will bankrupt the company. BTW an even number of categories is desirable to avoid 'drift to the middle'.

Not very specific. I would be satisfied with detailed practical example like boiling water in pot. How to choose rank? How to do tests likelihood of electric shock , timing, durability, quality of water? You can't just list generic answers like medium, low or high. On which criteria your ranking based?
